Revenue cycle management outsourcing, staffed by your own team

There are two ways to outsource the revenue cycle. A full RCM vendor takes the whole cycle, runs it in its own platform and bills a percentage of collections. In the staffing model you keep the cycle, the platform and the payer contracts, and an outside company hires, houses and supervises the people who work the queues. We do the second.

A dedicated revenue cycle team from Staff Outsourcing Solutions is a group of full-time employees assigned only to your account. They sit together in our Cebu office, log in to your practice management system, clearinghouse and payer portals through accounts you control, work the queues you assign, and report to a team lead on the same shift. The model fits a revenue cycle or billing company that needs more hands on provider accounts, and a business office with an aging backlog and open positions.

An IT services firm has stayed with us since 2014, with customer-satisfaction scores up 25%+ (Clutch, 5.0). Read every review on our Clutch profile.

What we handle and what you handle

We recruit, employ, pay, house and supervise the team: recruiting against your job description, the employment contract under Philippine labor law, payroll and benefits, the workstation in our Cebu Business Park office, HR and attendance, and a team lead on your shift who runs the daily queue.

You direct the work. You issue the system accounts and set the access, decide the write-off rules, the appeal thresholds and the scripts, and sign off on anything that touches a coding decision or a contract rate. You interview the finalists before anyone joins, and the team lead reports from your aging and work-list data, so your numbers and ours are the same numbers.

Front end: eligibility, benefits and prior authorization

Most denials are born before the visit. A dedicated team takes on these steps in your systems.

Insurance eligibility and benefits verification

Before each visit the team confirms active coverage and the plan details through the payer portals and clearinghouse tools you already use, or by phone: copay, deductible status, coinsurance, referral requirements and whether the service needs an authorization. The findings go on the account in your system, so a missing benefit is caught before the claim.

Prior authorization requests and follow-up

The team prepares and submits the request in the payer's portal from your clinicians' documentation, tracks every open request to a decision, chases the payer when a request goes quiet, and records the authorization number and its valid dates on the account. For Medicare fee-for-service items, CMS describes the process on its prior authorization and pre-claim review initiatives page.

Referral and authorization checks at scheduling

Our healthcare specialists do this step today. On every scheduling call the team member verifies the payment method (Medicare, commercial insurance or self-pay) and confirms that the required referral has been obtained and any necessary authorization is in progress before the appointment is set.

Back end: AR follow-up, claims and denials

Back-end follow-up is the work our healthcare teams are hired for most; the duties below come from our live posting for insurance claims specialists. We hire for this role with at least a year of provider-side medical claims experience and hands-on denial processing.

  • Claim status follow-up. The team tracks outstanding claims with each payer by phone, portal and correspondence, finds the reason behind a delay and resolves what is holding the payment.
  • Denial analysis. Each unpaid claim and denial is analyzed for the cause of nonpayment: an eligibility gap, a missing authorization, a coding or modifier error, a timely-filing issue or a payer error.
  • Corrections, resubmission and appeals. The team takes the corrective action your procedures allow, resubmits the claim in your system, and where an appeal is warranted assembles it with the supporting documentation and the payer's own policy reference, then submits it under your rules or hands it to your staff for sign-off. The queues are worked in the order you set: dollar value, timely-filing deadline, payer or age.

Coding, charge entry and payment posting are on our medical billing and coding page.

Patient accounts and billing calls

The patient side of the revenue cycle is a separate queue, and we hire for it separately. Our patient accounts receivable specialists take inbound and outbound calls about patient accounts and medical bills: they explain a statement, the charges and the balance in plain terms, answer questions about the payment options and plans your policy allows, and document every interaction and account update. We hire for this role with at least a year of voice experience in patient accounts receivable or medical billing.

One line on the team is bilingual: the Spanish-speaking specialist takes the call in the patient's preferred language and keeps all account notes in English. For the full patient phone line, see our healthcare call center page.

How the team works in your RCM platform

Nothing moves to a system of ours. The team works in the practice management, billing, clearinghouse and payer portal tools you already run, such as Epic, Oracle Health / Cerner, athenahealth, eClinicalWorks, NextGen, Tebra, drchrono, AdvancedMD, Availity and Change Healthcare; a team member learns another platform during onboarding. Each team member has a named account with the permissions the role needs and nothing more, and you can change or remove it at any time. Work comes from your own work lists and aging reports.

Compliance: working under your BAA

Our team members are experienced under client BAAs, supporting HIPAA-regulated workflows under client compliance frameworks. A team that works claims and patient balances handles protected health information on your behalf, which under the HHS business associate guidance makes us your business associate, or a subcontractor business associate if you are a revenue cycle company. We work under your BAA; the HHS sample business associate agreement provisions show what the contract covers, and the required terms are in 45 CFR 164.504(e).

The controls behind the agreement are plain. The work happens in your systems, with the access you grant, under your policies; patient data is not copied to local machines. Every healthcare posting we run lists confidentiality as a duty of the role, and team members sign an NDA for the account. Every candidate passes a third-party background check before you meet them, as set out on our thorough employee vetting page.

What it costs

Pricing starts from $1,500 a month for each full-time revenue cycle specialist. One monthly rate covers salary, benefits, workstation, facility, supervision and HR, with a team lead on the shift. There is no per-claim, per-account or percentage-of-collections fee, so the specialist who learned your payer mix in month one is still on your account in month twelve.

For comparison, the US Bureau of Labor Statistics puts the median pay for medical records specialists at $51,140 a year as of May 2025, before benefits and payroll taxes. At $1,500 a month a specialist costs $18,000 a year, about 65 percent below that median on the salary line, inside the 53 to 70 percent range our clients typically see. Loaded, the gap widens: a $45,000 salary is closer to $80,000 once you add taxes, benefits, equipment, recruiting and manager time.

A managed team member in our Cebu office costs about a quarter of the fully loaded cost of the same US hire and, with our management on the floor, gets about twice as much done: twice as productive at a quarter of the cost. Start with one team member and add more. Call 1-888-356-8024 for a quote.

No setup fees, no screening fees, no long-term contract and no minimum team size: start with one team member and add more as the work grows.

How we build your revenue cycle team

  1. Map the queues and the access. On the first call we take the queues, the systems, the hours, the BAA and the access scope your compliance officer signs off on.
  2. We recruit and vet against your job description. Every candidate passes a skills assessment, a cultural-fit interview, a third-party background check and a role-specific evaluation before you meet them.
  3. You interview the finalists on video and choose. Nobody joins your account without your interview.
  4. We onboard in your systems and go live. The team learns your platform, your write-off rules and your escalation paths before working a live queue, and a team lead on the shift runs the day while you direct the work.

Most roles start in 2 to 4 weeks, depending on the role. Every account has an account manager, every team member works 100 percent onsite in our Cebu office, and if someone leaves, we recruit the replacement and you interview the next shortlist.

Benefits of outsourcing revenue cycle management

What the staffing model changes:

  • Capacity without US hiring. A denial backlog or an open AR position is filled with full-time people who stay on your account.
  • US-hours coverage. Our healthcare teams work the night shift in Cebu, Monday to Friday, the US business day, so payer lines are open when the team calls.
  • Control. The platform, the payer contracts, the data and the write-off rules are yours; the team scales with the work.

Why Cebu and why us

Staff Outsourcing Solutions has built dedicated teams for US companies from Cebu since 2010. The company is SEC-registered and DOLE-compliant, with a US office in Nixa, Missouri, so your contract and your point of contact are American and the team is in Cebu Business Park. Our founder, Chris Rush, has sold online since 2001 and runs the support and data teams for that business from the same Cebu office, so we buy what we sell.

Our facility has a full building generator for backup power. We have multiple redundant internet services running on separate undersea cables with direct routes to the US and beyond. This allows us to have reliable, low-latency service for our clients.

Frequently asked questions

Revenue cycle management outsourcing means an outside company does some or all of the work that turns a patient visit into payment, from eligibility verification to claim follow-up, denials and patient billing. A full vendor runs the cycle in its own platform for a percentage of collections; we provide the staffing model, dedicated team members working your queues in your platform.

With us, from $1,500 a month per full-time specialist, covering salary, benefits, workstation, facility, supervision and HR, with no per-claim or percentage-of-collections fee. Clients typically save 53 to 70 percent on the salary line against the same hire in the US, and you can start with one team member.

We staff your revenue cycle team; the platform, the payer contracts and the management of the cycle stay with you. If you already use an RCM vendor or a billing company, our team works inside that arrangement.

The repeatable, procedure-driven steps: eligibility and benefits verification, prior authorization, charge entry, claim status follow-up, denial analysis and resubmission, appeals preparation, payment posting and patient balance calls. Coding sign-off, write-offs above your threshold and anything that needs a US license stay with your staff.

Yes. Our insurance claims specialists are hired for provider-side medical claims with hands-on denial processing: they find the reason for each denial, correct and resubmit the claim, and prepare the appeal for submission under your rules or your staff's sign-off.

Yes, as a front-end duty a dedicated team takes on in your systems: preparing and submitting the request from your clinicians' documentation, tracking it to a decision and recording the authorization on the account. Clinical judgement and peer-to-peer reviews stay with your clinicians.

HIPAA compliance belongs to the covered entity and flows to its vendors through a business associate agreement; there is no HIPAA certification a vendor can hold. Our team members are experienced under client BAAs and support HIPAA-regulated workflows under your compliance framework, in your systems, with the access you grant, under your policies.

Yes. Our patient accounts receivable team includes a Spanish bilingual role, hired for fluent spoken and written Spanish and English. The team member takes the call in the patient's preferred language and keeps the account notes in English.

Most roles start in 2 to 4 weeks, depending on the role. If someone leaves later, we recruit the replacement and you interview the next shortlist, with no setup fees and no long-term contract.
