Offshore staffing, explained in one minute
Offshore staffing is hiring full-time people in another country through a company that employs them there, so you get a dedicated team without opening a foreign entity. The team members are our employees; the work, the tools, the priorities and the quality bar are yours.
"Offshore" means the team sits in another country and time zone. For a US company staffing in the Philippines the gap is 13 hours from Central time (14 in winter), so our teams work the night shift in Cebu, which is your business day. "Staffing" means you get named people on a monthly rate, with no project quote and no per-minute bill. Some buyers call the same arrangement staff leasing or a dedicated offshore team; the mechanics are the same. A $50M e-commerce distributor moved support offshore in 2019 and freed its internal staff for higher-value work (Clutch, 5.0). Read every review on our Clutch profile.
What we handle and what you handle
We handle the employment and the office. Recruiting against your job description, screening and vetting, the employment contract under Philippine labor law, payroll, the government contributions, HMO and benefits, the workstation and the equipment, HR, attendance, coaching, and a team lead on the same shift.
You handle the work. The role itself, the tools and logins, the process documents, the priorities for the week, the quality bar and the feedback. You talk to your team members directly, in your own tools, the way you talk to anyone on your own staff. You never run a Philippine payroll, file with a Philippine agency or sign a Philippine employment contract. And you decide who joins: you interview the finalists on video before anyone starts.
The roles companies staff offshore with us
Each role below is a full-time team member on a monthly rate, working in your systems through accounts you issue.
- Customer support. Phone, email and chat teams trained on your products and your escalation rules; see customer support outsourcing, and our Philippines call center page for the channel detail.
- Back office. Order and invoice processing, document handling, CRM upkeep and data entry; see back office outsourcing.
- Finance and accounting. Bookkeeping, accounts payable, reconciliations and collections in your accounting system; see finance and accounting outsourcing.
- Healthcare support. Patient scheduling, insurance verification, accounts receivable and claims follow-up; our team members are experienced under client BAAs. See healthcare support.
- Admin and executive support. Inbox, calendar, research, reporting and document work for a manager or a team; see admin support services.
- Sales support and appointment setting. SDRs, appointment setters and lead researchers working your list from your own CRM and dialer.
We do not place software developers. IT support is the one technical role we staff, and it runs on the same model.
Offshore outsourcing models compared
"Offshore outsourcing" covers four different arrangements. Four questions separate them: who recruits the person, who employs them, who manages them day to day, and where they work.
Freelancers and marketplaces
You post the job, interview, hire and manage the person yourself. The worker is an independent contractor, usually at home, and the platform adds its fee on top of the hourly rate. There is no employer in the arrangement, and the classification question is yours. The IRS tests a worker's status on behavioral control, financial control and the relationship between the parties (independent contractor or employee?), and a contractor you direct hour by hour for years looks a lot like an employee.
A shared BPO team
The outsourcing company recruits, employs and manages the agents, and they work from its office. The catch is in the word shared: the agents handle several clients, you pay per minute, per call or per ticket, and the person who took your call this morning may never take another one for you.
An employer of record
An employer of record hires people in the Philippines on your behalf and handles payroll and compliance; you recruit and manage them yourself, remotely, and they usually work from home. With managed offshore staffing we also recruit, house and supervise the team in our office. Our side-by-side comparison of the two models covers what changes when the employer also manages the team.
Managed offshore staffing
This is our model. We recruit to your specification and you choose from the shortlist. We employ the person under Philippine law. A team lead on the same shift manages attendance, coaching and quality while you direct the work. The team works from our Cebu office, on company equipment. One monthly rate covers all of it.
Why the Philippines, and why Cebu
Three reasons come up on every first call, and the cost has its own section below.
- English. English is an official language of the Philippines and the language of business, government and university instruction.
- A workforce used to US hours. The night shift is normal working life in Cebu. The Labor Code of the Philippines sets a night shift differential of at least 10 percent of the regular wage for every hour worked between 10 PM and 6 AM (Article 86), and it is in every package we offer.
- Labor law you can read. The same Labor Code caps probation at six months from the start date (Article 281); we treat probation as the second half of the interview. Our employment practice is DOLE-compliant.
Cebu is where we have done this since 2010: 15 years of support, back-office, finance and healthcare teams from one facility in Cebu Business Park, a business district with Fortune 500 tenants. The company is SEC-registered and DOLE-compliant in the Philippines, with a US office in Nixa, Missouri, and thousands of employees across a multi-shift operation.
Our facility has a full building generator for backup power. We have multiple redundant internet services running on separate undersea cables with direct routes to the US and beyond. This allows us to have reliable, low-latency service for our clients. See our facilities for the building and the workstations, and outsourcing to the Philippines for the service lines and industries we run from Cebu.
How we build and manage your offshore team
- Define the roles. On the first call we map the work, the hours, the tools, the experience you want and the number of people the volume needs, and you get a team shape and the monthly cost.
- We recruit and vet, you choose. Every candidate goes through a skills assessment, a cultural-fit interview, a third-party background verification and a role-specific evaluation; the steps are on our thorough employee vetting page. You interview the finalists on video and choose.
- Onboard on your tools. The team works in your systems through named accounts you issue, with the access you choose. Training runs on your process documents.
- Go live with a team lead and a weekly review. The team starts on your hours under a team lead on the same shift. You get a weekly review of volumes, quality findings and attendance.
Offshore team management after go-live runs on two lines. The team lead on the shift handles attendance, coaching, schedules and the daily queue. Your account manager owns the relationship: the weekly check-in with you, a monthly performance report and a quarterly business review.
The team works on site at our Cebu office, never from home, on company equipment, in a production area covered by CCTV, and every team member signs confidentiality obligations and an NDA for your account.
Most roles start in 2 to 4 weeks, depending on the role. Every account has an account manager, every team member works 100 percent onsite in our Cebu office, and if someone leaves, we recruit the replacement and you interview the next shortlist.
What offshore staffing costs
Pricing starts from $1,500 a month for each full-time hire. One monthly rate covers salary, benefits, workstation, facility, supervision and HR. There is no hourly meter, no platform fee, no placement fee and no per-minute bill.
A US salary understates the cost of the same hire at home. The US Bureau of Labor Statistics puts employer compensation costs for private industry at $46.89 an hour worked as of June 2026, of which $32.82 is wages and $14.07, 30 percent, is benefits. In round numbers, a $45,000 salary is closer to $80,000 once you add taxes, benefits, equipment, recruiting and manager time. Clients typically save 53 to 70 percent on the salary line against the same hire in the US.
A managed team member in our Cebu office costs about a quarter of the fully loaded cost of the same US hire and, with our management on the floor, gets about twice as much done: twice as productive at a quarter of the cost. Start with one team member and add more as the work grows. Call 1-888-356-8024 for a quote.
A founder-run e-commerce retailer called the person we placed "the best employee in 13 years" (Clutch, 5.0).
No setup fees, no screening fees, no long-term contract and no minimum team size: start with one team member and add more as the work grows.
What goes wrong with offshore staffing, and how we avoid it
Our founder, Chris Rush, hired a Philippine BPO in 2010 and watched it fail: people slept on shift. Staff Outsourcing Solutions opened its own office in Cebu the same year, with one client, our founder's own eCommerce company, and the line our founder still uses is "I built the company I wished existed." Cheap outsourcing is the most expensive thing you will buy.
- Job stacking at home. Our team works on site in Cebu Business Park, on company equipment, under a team lead on the same shift.
- Home internet and home power. Our building has the generator and the redundant undersea cables described above.
- A manager who never wanted the rollout. An offshore team struggles when the person assigned to run it was never asked. We ask on the first call who will own the team day to day, and we put that person in the interviews and the weekly review.
- An unclear job description. We write the job description with you before recruiting opens, and every candidate is vetted against it.

Offshore staffing is hiring full-time people in another country through a company that employs them there and provides the office, so you get a dedicated team without opening a foreign entity. With us the team members are our employees in Cebu, working only for you on your hours.
In classic outsourcing you hand over a process and pay for an outcome, by the call, the ticket or the project, and the provider decides who does the work. In offshore staffing you get named people on a monthly rate, you direct their work and you keep the process.
Staff Outsourcing Solutions does. We are an SEC-registered Philippine company, the employment contract is ours under the Labor Code, and we run payroll, the government contributions, HMO, leave and appraisals.
No. An employer of record puts a person you found on a compliant Philippine payroll and leaves recruiting, supervision and equipment with you. Managed offshore staffing adds all of that: we recruit, you choose, we employ, we house the team in our office and a team lead manages them while you direct the work.
English is an official language and the language of instruction, the night shift is a normal working pattern with a differential set in the Labor Code, and a full-time hire costs 53 to 70 percent less on the salary line than the same hire in the US.
Yes. We screen, vet and shortlist against your job description, you interview the finalists on video, and you choose who joins your account.
The same way you manage your own staff: direct contact in your tools, your priorities, your quality bar. Behind that, a team lead on the same shift handles attendance, coaching and the queue, and your account manager runs a weekly check-in with you. Call 1-888-356-8024 to talk through the roles.
Most roles start in 2 to 4 weeks, depending on the role. If someone leaves later, we recruit the replacement and you interview the next shortlist, with no setup fees and no long-term contract.
